European markets inch higher as U.K. approves AstraZeneca’s COVID-19 vaccine

European markets traded just above flat on Wednesday, as the U.K. approved the AstraZeneca–Oxford University COVID-19 vaccine and prepared to push the post-Brexit trade deal through Parliament.
