Megan Hannigan Joins FS Vector as Managing Principal on Government Relations

With its newest strategic hire, FS Vector strengthens its policy advocacy bench across financial services, payments, and consumer protection

FS Vector, a leading strategic consulting firm for companies that are innovating in financial services, is announcing the addition of Megan Hannigan as Managing Principal.

In this role, Hannigan will support FS Vector’s clients in developing and executing effective government engagement strategies across Congress, federal agencies, and key policymaking bodies. As a seasoned policy strategist with deep experience in financial services, banking regulation, payments, and emerging financial technologies, her addition further enhances the trusted public policy counsel FS Vector provides to its clients.

“Megan is one of the most respected financial services policy strategists in Washington. Her credibility on Capitol Hill, her proven leadership at PayPal, and her ability to navigate complex policy landscapes will provide immediate value to our clients," said Andy Barbour, Managing Partner at FS Vector. "We are thrilled to bring her expertise, judgment, and relationships to FS Vector as we continue to build a best-in-class government relations practice to benefit our clients."

Hannigan brings more than a decade of deep policy, regulatory, and financial-services experience. She most recently served as Deputy Chief of Staff and Legislative Director to Rep. Gregory W. Meeks (D-NY), where she directed the Member’s legislative agenda with a focus on financial services, banking regulation, economic policy, capital markets, and consumer protection. Prior to her leadership roles on the Hill, Hannigan spent eight years at PayPal, serving as the company’s Lead Democrat for U.S. Federal Government Relations. There, she advanced the company’s priorities before Congress and federal agencies on issues including payments innovation, tax, digital assets, AML/CFT, financial inclusion, privacy, lending, and small-business empowerment. She also supported C-suite engagement with lawmakers and played a key role in several high-impact initiatives, including PayPal’s efforts related to the Paycheck Protection Program and Economic Impact Payments during the COVID-19 response.

“FS Vector has built a reputation as a trusted advisor across the financial-services ecosystem,” Hannigan said. “I am excited to return to the private sector and to work with clients who are shaping the future of financial services. FS Vector’s integrated approach to government relations, advisory services, and operational expertise aligns perfectly with my passion for bridging policy, politics and business strategy.”

John Deignan, CEO of FS Vector, added: “Megan is a tremendous addition to our government relations practice. She understands the policy-making process from every angle, from drafting legislation and engaging regulators to driving advocacy for some of the most influential companies in the world. Our clients will benefit enormously from her insight, rigor, and ability to anticipate the next wave of opportunities and challenges in Washington.”

Hannigan’s arrival further solidifies FS Vector’s position as a leader at the intersection of financial innovation, regulation, and public policy, complementing the firm’s expanding roster of experts and advisors across government relations, compliance, licensing, and strategic advisory services.
