Early Career and Education

Mr. Rebara holds an associate degree in business administration and management from the University of Maryland Global Campus and a bachelor's degree in military history from Southern New Hampshire University, where he was recognized as a distinguished scholar.

He began his civilian career in 2015 with Roboteam as director of ground robotics, later advancing to vice president of sales in 2017. In 2018, he transitioned to consulting with Tier Tech International, followed by technical consulting roles with M3 Defense Consulting and as an explosive ordnance disposal (EOD) training consultant in 2020. During this period, he leveraged his expertise in unmanned systems and CBRNE to advise on drone technologies, support government drone initiatives, and collaborate with FEMA's Domestic Emergency Support Team.

In 2021, Mr. Rebara joined Persistent Systems, a leader in tactical communications and mobile ad hoc networking, as director of business development for the Army. He quickly advanced to team lead and vice president before joining Noble.

In his current role, Mr. Rebara leads a team that works directly with government stakeholders, including executive offices and program managers, to identify technology needs and operational gaps. His team connects these stakeholders with vendors offering cutting-edge solutions while helping vendors expand their customer base. Mr. Rebara is an active member of the National Society of Collegiate Scholars, Alpha Sigma Lambda Tau, the United States Bomb Technician Association, the National Explosive Ordnance Disposal Association and the International Association of Bomb Technicians and Investigators.

His expertise is deeply rooted in 23 years of distinguished U.S. Army service as a bomb disposal technician, including 16 years overseas. One of his proudest achievements was leading an EOD unit in combat and ensuring every soldier returned home safely. He is a two-time recipient of the Bronze Star Medal.
