Dear Mr. Leonard:

I received your letter dated October 12, 2004 shortly before our regularly scheduled Board meeting today, and had the opportunity to review it with the other members of our Board of Directors. At this point, we simply wish to express our strong disagreement with your views concerning the Mylan / King merger, and request that you reserve final judgment until, as previously announced, we provide financial guidance on a prospective basis for the combined company, as well as for Mylan on a stand-alone basis, on November 1, 2004. We are confident that our investor roadshow in early November will further illustrate the tremendous opportunity for our shareholders that this transaction presents. Among other advantages of the acquisition, Mylan’s Board firmly believes a combined company will achieve, on a cash EPS basis, a much higher growth rate than Mylan could on a stand-alone basis.

We hope that, notwithstanding your letter, you will consider the information management presents at the roadshow and re-evaluate your preliminary analysis.

Sincerely,

/s/ Milan Puskar
