Quantum Solutions and TurboAi Partner to Introduce DeepSeek-Trained AI Cloud Solutions in Japan

Tokyo, Japan – March 5, 2025 – Quantum Solutions Co., Ltd. (2338.JP), a publicly traded company in Japan, has entered into a strategic partnership with TurboAi to deliver integrated AI cloud solutions, combining Infrastructure-as-a-Service (IaaS) and Model-as-a-Service (MaaS). This collaboration will provide advanced AI capabilities to domestic Japanese clients and international businesses expanding into Japan. The initiative will integrate DeepSeek pre-trained open-source models with proprietary hardware to offer a comprehensive, end-to-end AI solution.

A key milestone of this partnership is the development of AI cluster in Japan, targeting a deployment of 1,024 NVIDIA H200 GPU servers. Once completed, this will mark Japan’s first 10,000-GPU cluster, significantly enhancing the country’s AI infrastructure.

As AI adoption accelerates, Japan faces challenges such as high electricity costs, limited land availability, and stringent regulatory constraints. The recent imposition of a 25% tariff on semiconductor imports has further complicated the landscape for AI infrastructure development. Despite government incentives, achieving viable returns on AI investments remains a challenge. Quantum Solutions and TurboAi aim to address these hurdles by offering cost-efficient and scalable AI cloud computing solutions tailored to the Japanese market and global enterprises seeking entry into Japan.

One significant trend shaping the AI sector is the increasing expansion of Chinese technology companies into Japan. Industry leaders such as Tencent and Alibaba hold a limited share of Japan’s high-powered chip market, with Alibaba’s presence remaining in the single-digit percentage range, according to Statista. Alibaba has announced plans to quintuple its capital expenditure for AI data center expansion, positioning Japan as a strategic growth market. However, regulatory considerations necessitate a structured approach, including establishing separate business entities to comply with international trade policies. This strategy has precedent in Hong Kong, where Chinese tech companies have utilized subsidiaries to extend their global operations.

Quantum Solutions’ partnership with TurboAi strengthens its position as a potential strategic collaborator for international AI firms. TurboAi’s leadership team brings experience from leading Chinese and Japanese technology companies, reinforcing Quantum Solutions’ appeal as a competitive player in Japan’s AI and digital infrastructure sectors. The company’s financial structure, governance by prominent Japanese directors, and focus on AI-driven solutions position it as a compelling choice for industry partnerships and investment discussions.
